Drinking and Driving - 'Every Tenth Car'

Is the social drinker really the worst killer on the road? Or is it the chronic drunk?

Our laws against drunken driving do not zero in on the major offenders: the small minority of drivers who are out-and-out practicing alcoholics. Studies at the University of Michigan Medical School show that alcoholics account for 80 percent of all drunken-driving arrests.
