ST. LOUIS--Putting the alcoholic drivers into a treatment program instead of jail would eliminate at least one-third of the nation's fatal accidents, a highway-safety researcher said.
Dr. Melvin L. Selzer of the Highway Safety Research Institute at the University of Michigan, said a study showed 36 of 96 drivers involved in fatal accidents were alcoholics. A random sample of 96 nonfatal accidents turned up only three alcoholics among the drivers.
