MOSCOW--The first volume of the Soviet Union's new encyclopedia, at first reading, appeared significantly freer of dogmatism and distortions than, the last edition. [The last] contended that "the social roots of alcoholism" had been destroyed in the Soviet Union and that "conditions for its full liquidation have been created." The new edition makes no such assertions. It merely says that the state is seeking to overcome "the so-called alcoholic tradition" in Russia.
