Douglas C. Toms, director of the National Highway Safety Bureau, has set curbing the drunk driver as one of his top immediate priorities. To try out various proposals, Mr. Toms' bureau will announce grants of $18,000,000 for demonstration projects, lasting three to four years, around the nation. On the tentative list are the state of Vermont, New York's suburban Nassau County, and the metropolitan areas of Denver, Portland, Ore., Seattle, Ann Arbor, Madison, Wisc., Albuquerque, and Charlotte, N.C.
