Wrist-Slap Penalties

PARIS--With the greatest reluctance, France finally is doing something about its drivers, who are possibly the worst in the world. A new move provides wrist-slap penalties for speeding, drunken driving, and overtime parking. Something needed to be done about the first two, for France last year had 14,705 traffic deaths, a world record.

A new law says a driver is drunk and therefore violating the law if he has more than .08% alcohol in his blood. He can reach that level, officials say, by downing a prelunch aperitif, a half-bottle of wine with his lunch, and a hooker of brandy after eating--which is what many Frenchmen do every day.
