PARIS--With the greatest reluctance, France finally is doing something about its drivers, who are possibly the worst in the world. A new move provides wrist-slap penalties for speeding, drunken driving, and overtime parking. Something needed to be done about the first two, for France last year had 14,705 traffic deaths, a world record.
