MADRAS, INDIA--The legal liquor business is booming here--the birthplace of prohibition in India. The recent suspension of dry laws, however, has generated anew a national controversy over the public sale of alcoholic beverages.

The first day the dry laws were lifted, police reported hundreds of drunks were arrested. The publicity this brought prompted the All-India Prohibition Council to urge the state to "reintroduce prohibition before more damage is done to the people."
