Utopia Deferred?

MINNEAPOLIS, MINN.--An act of the Minnesota Legislature removed state laws on public drunkenness and forbade municipalities to enact drunkenness ordinances. The legislature has required its 25 mental-health districts to set up receiving or detoxification centers like those in Minneapolis and St. Paul by 1973. Some state and Federal funds will be available.

Minnesota's new law is like others already enacted in North Dakota, Florida, Hawaii, Maryland, and the District of Columbia. And similar legislation is being considered in several other states, among them California, as well as in cities, such as Indianapolis and St. Louis.
