'Brawl' Over Drunken Drivers

A three-day conference called by the University of Michigan as an Alcohol Countermeasures Public Information Seminar proved to be an informative meeting. [Its sponsors included government agencies, insurance companies, and organizations representing the liquor industry.]

The seminar also revealed the difficulty in getting anything constructive done immediately by government officials, by the courts, and by the public, for the conference itself stumbled into wrangling and its program fell apart midway. The meeting wound up in an ideological brawl over how to attack the drunk-driving problem.
