DWI Debate Continues

In the April issue, the item headed " 'Brawl' Over Drunken Drivers" recorded heated dissension at the national level. Charles A. Churan, executive director of the Iowa State Commission on Alcoholism, addresses to this department of the Grapevine a letter reflecting a similar debate at the state level. It reads, in part:

"Sioux City, Iowa, will this year receive $2,000,000 to implement an Alcohol Safety Action Program in that city of 100,000. The ASAP people use the National Safety Council's estimate that 50% of our street and highway accidents are alcohol-related. ASAP goes on to say that 75% of these accidents are caused by problem drinkers.
