WARSAW--Poland has an estimated 1,500,000 alcoholics, and the consumption of alcohol has almost doubled in he last 10 years, despite 30 years of increasingly tougher legislation.

The Communist regime of Edward Gierek now plans long-range measures and tough penalties that will increase prices, reduce availability, and prohibit all drinking at work places--government officials say heavy drinking is a major cause of industrial accidents, traffic deaths, and one-third of all divorces.
