'Most Destructive' Drug?

WASHINGTON, D.C.--The National Commission on Marijuana and Drug Abuse called for a new approach to narcotics addiction of all kinds. In its final report to President Nixon and Congress, the commission, headed by Raymond P. Shafer, former Governor of Pennsylvania, proposed the following, among more than 100 recommendations:

Public acknowledgment by the liquor industry that "compulsive use of alcohol is the most destructive drug-use pattern in this nation" and research by the industry into the relation between drinking and traffic accidents, violent crime, and domestic discord.
