Is License-Lifting the Answer?

NEW YORK, N.Y.--The courts in New York State are being far too lenient in allowing intoxicated drivers to escape the strict penalties of the state's drunken-driving statute, the State Police and the State Controller have charged.

During one recent six-month period, Controller Arthur Levitt said, police reports show that 37% of individuals who were arrested for drunken driving succeeded in having the charges reduced or dismissed by the courts. Judges also for the most part failed to notify the state Motor Vehicles Department so that the drunkest drivers' licenses could be revoked.
