Two Ways to Hundle DWIs

OTTAWA, ONT.--Canada's compulsory Breathalyzer legislation, introduced late in 1969, doesn't seem to be working in dissuading drivers from imbibing, according to a report by the Traffic Injury Research Foundation. The percentage of traffic-accident victims found to have higher-than-legal amounts of alcohol in their blood [was] pretty much the same in 1972 as it was the year before the legislation.
