TOKYO, JAPAN--Tokyo's drunkards seem to be drinking more but enjoying it less, presumably because of the protracted recession.

The Tokyo police, known for their paternalistic attitude toward the tipsy, said [in mid-December 1975] they had taken care of more than 30,000 drunkards [that] year and expected the total to reach 34,000, a record, by year end.
