Is Decriminalization Working?

WASHINGTON, D.C.--Indiana University researchers were prepared for the worst when they began extensive visits last summer to find out how well the act removing criminal sanctions from public drunkenness was working. Rumors had been circulating that it was not working well, or even that it was a failure, in some of the 25 states and territories that have adopted it since 1971.
