Turnaround in the Military

Both drug use and a related indicator of discipline, courts-martial, seem to have diminished dramatically in the last two years [among members of the U.S. armed forces stationed in Europe]. The emphasis has switched to another drug, one long tolerated and even encouraged in the Army: alcohol. Since April 1, no military bar in Europe has been allowed to serve a double, and beer parties have been officially forbidden.
