The drinking driver should be treated humanely--but firmly--concluded the Seventh International Conference on Alcohol, Drugs, and Traffic Safety. The plenary forum decisively rejected two draft resolutions that would have weakened this attitude: that imprisonment for drunken-driving offenses should be imposed only under "exceptional circumstances," and that imprisonment should not be related to the outcome of any accident in which the driver was drunk.
