WASHINGTON, D.C.--Joseph A. Califano Jr., Secretary of Health, Education and Welfare, signed regulations aimed at banning discrimination against 35,000,000 disabled Americans, 10,000,000 alcoholics, and 1,500,000 drug addicts.
