In a survey by the National Research Council, 50% of some 350 seamen responding indicated that "drunkenness of a crew member, officer, or pilot was a factor in a casualty or near casualty." Coast Guard records show that in [one] fiscal year, there were reports of seven deaths and 27 injuries on commercial vessels due to intoxication.
