ALBANY, NEW YORK--Governor [Hugh] Carey signed a series of bills to toughen the state's laws against drunken driving. Mr. Carey noted that "alcohol was a factor in more than half the fatalities in New York State last year. The right to drive a motor vehicle is not absolute. The bills establish a comprehensive program to remove incapacitated drivers from the highways of our state."
