Those attendance slips

According to Tradition Three, "The only requirement for AA membership is a desire to stop drinking." Yet there is a growing movement that is blatantly contradicting that Tradition.

Certain groups are condoning vocal opposition during meetings to the presence of anyone who needs to have an attendance slip filled out. Some are even refusing to sign the attendance slips, and I realize that's an individual's right. But I fail to see how one can equate the need to have an attendance slip filled out with lack of a desire. Even if the desire is absent, by what authority are groups or individuals allowed to make that decision for another?
