Police Want a New Deal for Drunks
MINEOLA, L.I.--A proposal to eliminate criminal penalties for public intoxication and to treat drunken persons as sick has been adopted by the State Association of Chiefs of Police. The recommendation is part of a program to be presented by the association to the legislature at the next session.
Francis B. Looney, president of the association, said that there were 700,000 alcoholics in the state.
