Legislation Without Education Fails

The Colorado Safety Association reports in a recent survey little use is being made of strengthened laws on driving under the influence of alcohol.

Richard K. Ayers, managing director of the association, said response indicates the blood-alcohol reduction to .10 percent from the previous toleration of .15 percent, above which a driver is presumed drunk, has brought almost no change in number of citations issued by 31 police departments and the State Patrol.
