SAN FRANCISCO, CALIF.--Policeman John Devine was given his unique assignment because he once had a drinking problem. [He] operates a 24-hour calling service at his home where members of the department or their families can call to discuss problems--mostly concerning alcohol.

"Policemen are human and they run into problems," Devine explained. "It is cheaper to rehabilitate an officer with 10 years of experience than to fire him because he is drinking excessively."
