Extend Blood Testing?
Would the public get a more realistic view of drunkenness if blood alcohol estimations could legally be taken every time there was a breach of the peace?
Dr. Martin M. Whittet, consultant psychiatrist at the Craig Dunain Hospital, Inverness, Scotland, raises the topic in the Journal of Alcoholism.
"Officers of the law courts have long recognized that in three out of four criminal cases alcohol is involved, directly or indirectly, but this involvement is often ignored, except in motoring offenses," he says.
