Dr. Francis Anstie, a Scottish physician, suggested a safe limit for drinkers in 1864. Now, in "Second Special Report to the U.S. Congress on Alcohol and Health," the experts say: "The classical Anstie's limit seems still to reflect the safe amount of drinking which does not substantially increase the risk of early death."
