The greater the number of abstainers in a country, the more ambitious its government is in preventing alcohol abuse, Gunnar Nelker of Sweden [said].
For that reason, Mr. Nelker rated the governments of the United States, Norway, Sweden, Finland, and France as "ambitious," while those of Japan, Belgium, Australia, Great Britain, Denmark, West Germany, and Holland were "nonambitious."
