Skid Row--Attack Its Root

Shifting skid-row derelicts from one section of Philadelphia to another will not eliminate the problem of skid rows. It will just make more of them.

A change of scenery for the jobless, ailing alcoholic probably will not help him at all. However, if he has a physical illness, medical care may help him. If he is too old to work, perhaps the best thing for him is institutional care. If he is able and can be persuaded to work, employment should be found for him.

But, since alcoholism is the basic problem of skid-row inhabitants, this is the problem that should...
