'Posting' Drunks' Names Declared unconstitutional

WASHINGTON, D.C.--A 6-to-3 Supreme Court ruling declared unconstitutional a Wisconsin statute--and by implication similar laws in 15 other states--that authorized local officials to post the names of "excessive" drinkers and deny them the right to purchase alcoholic beverages.
