A PENAL APPROACH TO ALCOHOLICS is a "national disgrace," said Chief Magistrate John M. Murtagh of New York City at the Thirteenth Annual Meeting of the National Council (formerly the National Committee) on Alcoholism held in Chicago recently. He called the "skid row" of any community "a measure of the inadequacy of society and the community's ability to provide for its inadequate people."
