SWEDEN, politically and alcoholically, has a headache. It has lasted two years since the abolition of the "Bratt System" of liquor control which for three decades had dictated the nation's drinking habits . . . In discarding the strict monthly ration (three liters - about four U. S. fifths for a man and one liter for an unmarried woman), for the privilege of unrestricted buying the government had hoped to halt the public discontent and at the same time discourage overindulgence and still retain the revenue which the System poured into the national treasury . . .
