THERE ARE NO DRUNK DRIVERS IN ICELAND. Liquor is available but the police arrest persons emerging from clubs the moment they get behind the wheel of their car. To prove the absence of liquor in his system, the person so arrested must request a blood test; otherwise he is automatically fined $100 . . . In Finland a person convicted of drunkenness three times in a year loses his driver's license, although he need not be driving at the time of his arrest.
