THE Netherlands have a population of some eleven million, more than one-third of whom live in the West Coast area delimited by the three largest cities: Amsterdam, Rotterdam, and The Hague. The National Public Health Program offers facilities to alcoholics in the form of Medical Consultation Bureaus for Alcoholism (MCBA) throughout the country.
