FRANK G. in Merrie Olde England was responsible for that one as he was for the tale about the bobby (that's English for fuzz) who was patroling his beat one night when he came upon a very sodden character trying vainly to shove a door key into the little door in the base of a lamppost. Going along with the gag, the bobby said, "It's no use, old chap, there's no one home."
