Mixed Blessing

New York City's new approach to drunks, which involves not arresting them as loiterers, may be a mixed blessing, according to the city's correction Commissioner, George F. McGrath. At the start of last winter, McGrath said "half a dozen" Bowery derelicts might freeze to death on the season's first cold night, where before they would have spent the night in a warm jail.
