Leningraders say the city has a social problem common to most Soviet cities: drunkenness. Yet, by comparison to Moscow, few drunks are seen on the streets here. A native of this city, which considers itself culturally superior to the capital, said: "The difference is that in Moscow the drunks just fall on the street and sleep. Here, they fall down and rest their heads on their briefcases."
