Clamp-Down

ROME, Italy--The Vatican City State announced a clamp-down on traffic offenses, including the use of breathalizers to help police detect drunken drivers. Up to three months' imprisonment is stipulated in the new code for people driving under the influence of alcohol or drugs "or of any substance that removes or diminishes understanding or willpower."
