DWI Laws 'Underenforced'

NEW BRUNSWICK N.J.--Richard Zylman of the Rutgers Center of Alcohol Studies acknowledged that most people "except those individuals actually engaged in. . .enforcement" assume that laws about blood-alcohol levels, implied consent for breath tests, and regulations about driver licenses are all being enforced.
