LOCKPORT, N.Y.--Niagara County is a year away from treating alcoholics as patients rather than criminals. That is the forecast by Joseph Davis, director of the year-old County Council on Alcoholism. Davis said hi" council is applying for a National Institute of Mental Health grant to help establish a treatment service for alcoholic patients at the Niagara Palls Medical Center. He hopes it will be ready next year.
