Recording 299 deaths in a total of 125,573 fires in New York City during 1971, the New York Times quoted Fire Commissioner Robert O. Lowery's analysis: "The largest single cause of fatal fires is the combination of smoking and drowsiness. If you add the factor of intoxication to smoking and drowsiness, you have the cause of more than 40% of all fatal fires."
