NEW DELHI, INDIA--India's states have relaxed the nation's dry laws despite constitutional disapproval of alcoholic drinks. Prohibition now exists only in Gujarat state, the home of Mahatma Gandhi, who said drink was "more damnable than thieving and perhaps even prostitution." But even Gujarat may soon give in.
