THERE'S NEWS, too, from the traveling saloons. According to a UPI release, the state of Kansas has been giving the bar cars on the new Amtrak trains a bad time, maintaining that state laws apply to vehicles passing through. Kansas does permit liquor sale by the drink, but only at private clubs. A state official, however, was quick to point out that trains didn't qualify as clubs, since they had no permanent address.
