Moscow, U.S.S.R.--The Soviet Union's national police chief went on television to talk about law and order. Speaking in a Soviet version of Meet the Press, the police chief, Nikolai A. Shchelokov, sought to assure the populace that his forces were doing their best to curb crime, but evidently still had a long way to go.
