Utopia Deferred?

MINNEAPOLIS, MINN.--An act of the Minnesota Legislature removed state laws on public drunkenness and forbade municipalities to enact drunkenness ordinances. The legislature has required its 25 mental-health districts to set up receiving or detoxification centers like those in Minneapolis and St. Paul by 1973. Some state and Federal funds will be available.
