According to an article in Parade, a nine-year-old program in Baltimore, Md., puts emphasis on personal cooperation between the alcoholic and the lay counselor. Conducted by the Alcohol Center of the city Health Department and now financed by a $100,000 grant from the National Institute on Alcohol Abuse and Alcoholism, the program at first "suffered noticeably from a lack of trained staff."
