"We must get the drunk driver, the alcoholic, off the road before he kills himself or others," Transportation Secretary John A. Volpe said at the annual dinner of the National Council on Alcoholism in Kansas City. Minutes later, en route to the Municipal Air Terminal, Mr. Volpe's limousine narrowly avoided being struck head-on by a car driven on the wrong side of the road by a man the police declared intoxicated.
