Navy Plans Highlight Service Action

Since the new directive [on alcoholism], the Pentagon says there has been a proliferation of information and education programs. Alcoholism was not generally considered a disease in the armed services until last March 1, when the Pentagon put out a directive describing the condition as "preventable and treatable" and calling for the application of "enlightened attitudes and techniques" instead of punitive measures.
