BUDAPEST--Hungary's government and liquor industry are at war over the country's increasing alcoholism, with both sides using posters as ammunition. Near one liquor store, a poster showed a man in a hospital bed floating in a glass of wine; it said, "Alcoholism is a sickness." Next to it was a poster of a healthy Hungarian lifting his glass.
