MOSCOW--The Minister of Health of the U.S.S.R. admitted to the first group of science writers invited to tour the Soviet Union, "Alcoholism is a very big social problem." Dr. Boris V. Petrovsky told the writers, "It is also a medical problem, because people who cannot stop drinking are ill."
