Dr. Herbert Modlin believes that up to 2% of American physicians are drug abusers. Director of preventive psychiatry at the Menninger Foundation in Topeka, he says that the alcoholic doctor is more of a danger to patients, "because alcohol affects brain functioning, so the alcoholic is more prone to make serious mistakes than the doctor on moderate doses of other drugs."
